A steady amber traffic light means you must stop.
However, if it has only just turned yellow when you reach the intersection, and it would be dangerous to stop suddenly, then you may proceed through the intersection on the amber light. So your understanding is essentially correct.
Payfine manages the online payment of fines on behalf of Johannesburg Metro. I am not sure if there are any other municipalities also involved.
Johannesburg Metro Police Department is operating under the AARTO Act, therefore the infringements in question would not be subject to the Criminal Procedures Act, unless it is an offence. That said there are also clear timelines stipulated in the AARTO Act for processing of these infringements.
My suggestion is that Mr De Swart get in touch with JMPD to query the validity of the infringement before he gets stopped at a roadblock. Perhaps the RTMC can also assist in the dispute resolution. Their contact details are on www.aarto.co.za.

A PrDP is required to drive an ambulance.
Any driving licence testing centre can assist with the application for a PrDP.
The rule of the road is that if you are entering a public road you must wait until it is safe to do so without obstructing the flow of traffic. If there is no traffic control in place that gives vehicles entering the road right of way (e.g. a traffic officer, traffic lights, or 3-way stop) then vehicles on the public road always have right of way.
This would apply when entering the public road from a property entrance/exit or from an intersecting road that does not have right of way by way of a road sign or traffic control signals.
As a private school bus service you have to register as an operator with the provincial department of transport (Public safety division).
The driver(s) must be in possession of a Professional driving permit for category G and the vehicles must be registered to transport passengers for reward.
The provincial office will be able to provide added information in this regard.
Regulation 231 of the NRTA states manner in which children to be counted for purposes of transport
A) any child under the age of three shall be counted
B) two children of three years or over but under the age of six years shall be counted as one person
C) three children of six years or over but under the age of 13 years shall be counted as two persons
Therefore one as to ascertain the age of the children , what is the bus allowed to carry – seated and standing passengers
If this is used on a private property/ premises then there are no answers to your question. But if there is a collision/ incident with this quad then the management will have to bear the consequences. Generally quads are not allowed to be used on a public road.
If the driver is sober and the passengers are consuming alcohol in the vehicle – no problem. However the driver is still responsible for his passengers actions if intoxicated or not. Empty bottles in a car – no problem.
The trailer mass is also limited by the tare of the drawing vehicle.
I assume the GVM of the trailer is between 750kg and 3500kg. Regulation 151(b) thus applies. The actual GVM of the trailer may not exceed the tare of the drawing vehicle.
Effectively, the tare of the car trailer plus the tare of the vehicle on the trailer may not exceed the tare of the drawing vehicle.
Thus, let’s say for argument’s sake we have the following figures:
Tare of pickup: 1130kg
GCM of pickup: 3130kg (irrelevant unless the trailer is equipped with air brakes)
Tare of trailer: 200kg
In this case the tare of the vehicle to be loaded may not exceed 930kg.
