The Expert will be specific knowledgeable people at the Department of Transport, Arrive Alive Communications, the Road Traffic Management Corporation or others who might have the expertise to answer the question.
If the driver is sober and the passengers are consuming alcohol in the vehicle – no problem. However the driver is still responsible for his passengers actions if intoxicated or not. Empty bottles in a car – no problem.
