Right of way for vehicles on public road

Question

Under what circumstances could vehicles exiting an enclosed, gated compound be allowed right-of-way over vehicles already driving on the public highway, albeit at a corner.

Answer

The rule of the road is that if you are entering a public road you must wait until it is safe to do so without obstructing the flow of traffic. If there is no traffic control in place that gives vehicles entering the road right of way (e.g. a traffic officer, traffic lights, or 3-way stop) then vehicles on the public road always have right of way.

This would apply when entering the public road from a property entrance/exit or from an intersecting road that does not have right of way by way of a road sign or traffic control signals.
