parking on incorrect side of road

Have seen a marked increase of the very dangerous habit of vehicles parking on the incorrect side of the road! In my neighborhood alone it has become quiet prolific. Is this illegal? If so, what is the by-law that states such? And why are the traffic authorities not doing something to curtail this potentially lethal habit?
