The Expert will be specific knowledgeable people at the Department of Transport, Arrive Alive Communications, the Road Traffic Management Corporation or others who might have the expertise to answer the question.
If the vehicle that has been charged for overloading belongs to an operator the notice will be issued in accordance with the provisions of section 49 of the National Road Traffic Act, 1996, this means that the driver will be issued with an infringement notice and when this notice is captured onto the National Contravention Register will the same notice be generated for the operator.
If the ordinary man on the street is charged for overloading a vehicle only the driver of the vehicle will then be issued with an infringement notice.
I hope this explanation is in order.
