The Expert will be specific knowledgeable people at the Department of Transport, Arrive Alive Communications, the Road Traffic Management Corporation or others who might have the expertise to answer the question.
As a driver you should be focused on the road ahead. Signs are generally posted well in advance allowing you time to respond. E.g. Robot Ahead as a driver you will respond and act accordingly if the robot changes from green to amber to red because you would have seen the sign well in advance to respond and come to a complete standstill.
