To include a picture on the first notice is not a prosecuting guidelines requirement. Since the inception of the TCO we have been using the older type mailer with no picture; just printed info including violation details. Since Mar 08 with the rollout of the Image Processing Module (IPM) at TCO this technology prints the image on the A4 ‘Z’ fold camera mailer. Our ASD violations are not automated ie cannot be processed on the IPM, therefore no image on the mailer. Many enforcement authorities are still using the old mailer- no image thereon. The notice info is there on the image but because the image has been reduced in size to fit the space allowed for it on the mailer this info is illegible. However our processes are fully compliant with the guidelines in that all images on our files has all this info required, embedded on the image itself for forensic and other similar purposes.
