Traffic lights installed but not connected

Question

Please can you clarify the following. If traffic lights have just been installed, but not yet connected, and there is a "bag" over each robot, at the intersection, on the light sections, with a cross on it - does this mean you may proceed, (as they are clearly non operational yet) or do you treat this as a four way stop, as you would if they were out? This causes great confusion, especially where you have one set as above and a couple of 100m down the road - another new set, but without the bag with the cross on.

Answer

My own take on this is that a pole with a bag on it does not represent a traffic light. There is an official road sign to indicate that traffic lights are out of order. And there are official road signs to indicate a 4-way stop.

A pole with visible traffic lights that are not illuminated indicate that they are not working, so the 4-way stop rule would apply.

Black bag only = no lights = proceed through the intersection carefully if there are no other road signs displayed. A red cross on a black bag is not a road sign.

But that is MY take. There may be legalities not covered by the learner's licence test's rules of the road that other experts may have at their disposal.[Gavin]
