Simulation Exercise Report: Waltloo and Petroleum Road

Overview
On 13 November 2025, a staged traffic crash simulation was conducted at the intersection of Waltloo and Petroleum roads, commencing at 10:00 AM. The exercise aimed to test the readiness of emergency services and law enforcement ahead of the festive season, ensuring effective coordination and response to road traffic incidents.
The event was coordinated by the South African National Roads Agency Limited (SANRAL) and Road Incident Management Systems (RIMS) Tshwane, with sponsorship from Engen and Precision Towing. The scene was cleared by 14:00, and the road was reopened for traffic.
Participants
The simulation involved multiple stakeholders, including:
- Live Traffic NPC Arrive Alive Gauteng: Coordinated on-scene activities and provided real-time updates, emphasizing road safety.
- Law Enforcement and Emergency Services: Responded to simulated emergency calls to demonstrate operational readiness.
- SANRAL and RIMS Tshwane: Led coordination and planning of the exercise.
- Engen: Proudly sponsored the event, enabling its execution.
- Precision Towing: Provided tow trucks and a bakkie used to stage the crash scenario.
- UTASA: Supported and encouraged the towing industry’s participation in RIMS trainings.
Simulation Details
The staged crash was designed to replicate a real-world road Fatal Tanker Crash with leaking Liquid. (Water - Empty Flushed tanker). Emergency calls were placed to assess the response times, coordination, and efficiency of participating agencies. The exercise tested communication protocols, resource deployment, and inter-agency collaboration under pressure. Precision Towing’s vehicles, including a bakkie, were used to create a realistic crash scene with a fuel tanker, while law enforcement and emergency services followed standard operating procedures to manage the situation. The scene was efficiently cleared by 14:00, allowing normal traffic flow to resume.
Objectives and Outcomes
The primary goal was to evaluate the preparedness of emergency services for the festive season, a period typically marked by increased road traffic incidents. The simulation successfully:
- Highlighted strengths in response coordination.
- Identified areas for improvement in communication and resource allocation.
- Reinforced the importance of road safety, aligning with the #ArriveAlive campaign.
